FAQ
1. Can the applicant be a center, research center, not just a person ?
Please refer to article 2.1.1 of the Guidelines.


2. The scope is water, energy, food & health, would an awareness session be covered under the budget ?
YES, please refer to article 2.1.4 of the Guideline related to the Applied Research Call.


3. Could we apply for a grant in the case where we need to buy an instrument for developing a new methods related to food safety ?
Please refer to article 2.1.5. of the Guideline.


4. How to know if our organization has an Europe Aid ID number?
Only entities having had a direct contract with the EC will have an ID number, the inclusion of the ID number is NOT mandatory.


5. Can the applicant pay the cost of patent procedures outside Jordan through the budget of the grant ?
Actions must take place in Jordan, nevertheless costs related to IP protection may be paid outside Jordan if necessary (include justification in Annex B - Budget).


6. How many proposal were submitted for SRTD I, and how many were awarded grants?
60 grants were awarded at SRTD I , other data is not public.


7. Do you accept the application for developing standards to improve health care services as commercialisation?
To ensure equal treatment of Applicants, the Contracting Authority cannot give prior opinion related to eligibility and/or relevance at this stage.


8. The payment mechanism ?
Please refer to Annex II of the Call for Proposals.


9. Do all applicants have to be legal Jordanian?
Please refer to answer to question 1.


10. Are governmental/public organizations eligible to apply?
Please refer to answer to question 1.


11. What''s "Legal Person" ?
A legal person is one who has legal rights and duties within a certain legal system, such as to enter into contracts, sue, and be sued.


12. Applicant from Jordan ?
Please refer to answer of question 1.


13. Are costs for research assistants eligible, i.e. those who collect + data entry only ?
Please refer to answer of question 3.


14. Is the grant for one year only, is there any possibility for an extension?
Please refer to article 2.1.4 of the Guideline.


15. Can an applicant be awarded on both schemes; applied research and commercialisation?
YES.


16. Do we have to find other source for funding to the remaining balance 20 % ….. ?
YES, please refer to article 1.3 of the Guidelines.


17. If a project has different phases can the Applicant obtain financing for each phase?
SRTD II actually has launched two Calls with a unique deadline, proposed Actions must remain within the given scope and time and could be implemented by phases within a unique contract.


18. Can Applicants finance their own contribution from other donor?
Please refer to answer of question 16.


19. Are expenses before the project starting date eligible for reimbursement?
NO, please refer to article 14 of Annex II of the Guidelines.


20. Can a partner be identified after a contract is signed?
No, please refer to article 2.1.1 of the Guidelines.


21. Does the Grant need to be re-paid to the SRTD project after the end of the Action?
No, the grant eligible costs are considered a financial donation or non-commercial payment by the contracting authority.


22. How should the final financial reports be presented?
Please refer to provided templates in annex VI of the Guidelines.


23. May the Applicant re-allocate its budget during the implementation of the Action?
Please refer to provisions of article 9 of Annex II of the Guidelines.


24. May Applicants purchase material out of Jordan?
YES, in accordance with annex IV of the Guidelines.


25. Should invoices and receipts be in the name of the Applicant or in the name of the SRTD project?
Documents have to be in the name of the Co-ordinator (and, if related, Co-Applicant) making clear reference to the Action implemented in the frame of SRTD II programme.


26. Is shipment cost of purchased items included?
If, necessary yes.


27. Are salary eligible costs?
Please refer to answer of question 3.


28. Is the Applicant the owner of the Intellectual Property Rights of its Action?
YES, please refer to article 7 of the Annex II of the Guidelines.


29. May a project be only on Capacity Building or Training?
Please refer to answer of question 7.


30. Is the costs of patent eligible?
Please refer to answer of question 3.


31. Past Experiences: is it expected only for the Applicant or it should include the team''''s expertise?
Past experience is relevant the applicant and co-applicants (if any).


32. Are the team names required?
Human resources necessary for the implementation of the Action does not have to be named at this stage, nevertheless Applicants may include any information they consider relevant within the full proposal.


33. If a researcher shared an applicant in a project can he apply as an applicant for another project?
Please refer to article 2.1.4 of the Guidelines.


34. What is the expected percent of the human resources?
No percentage and/or limits are fixed, please refer to article 2.1.5 of the Guidelines.


35. Can we get more information on what is meant by contingency?
Contingency is a reserve of funds (limited to 5%) that can be used (after prior approval of the Contracting Authority) to cover any justified unexpected costs and/or budget line reinforcement considered necessary for the Action implementation.


36. Who will audit/monitor the grants projects?
The PIO of the SRTD II project will implement the day by day tasks related to financial and technical follow-up and monitoring, together with additional controls and verifications as set out in the provisions of the Annex II of the Guidelines.


37. Is the project (SRTD II) for Jordan or any other country?
SRTD II project is funded in the frame of the EU/Jordanian bilateral agreement.


38. Can an applicant apply in a field out of his specialty?
Please refer to answer of question 7.


39. Can the proposal contain salary costs?
Please refer to answer of question 3.


40. How will payments be made?
Please refer to answer of question 8.


41. Would an ICT proposal to contribute to Energy Efficiency be valid ?
Please refer to answer of question 7.


42. Is there a max number for applicants, Co-applicants and affiliated entities?
Please refer to related articles of the Guidelines (from 2.1.1 to 2.1.4).


43. Can persons who are not Jordanian nationals but have no possibility to apply at home (because e.g. War ! ) apply?
Please refer to answer of question 1.


44. How it is been decided whether one gets 50% or 80% ?
As per article 1.3 it is up to the Applicant and its Co-applicant(s), if any, to decide maximum contribution requested.


45. What if, for any reason, I don''t consume the whole budget , does my action need to prove I spent this amount of money?
The indicated contractual amount will be considered the maximum available contribution, please refer to article 15 of the Annex II of the Guidelines.


46. Is there a down side to writing a really short, yet informative application?
NO.


47. How the financial allocations will be managed?
Please refer to article 1.3 of the Guidelines.


48. Budget management and reporting?
Please refer to annex II of the Guidelines with particular reference to article 16.


49. Who will receive the proposals?
As per article 2.2 of the Guidelines.


50. Who are the evaluators?
Evaluation will be carried out accordingly to article 2.3 of the Guidelines, the Contracting Authority is responsible for the appointment of the Evaluation Committee accordingly to Europe Aid PRAG.


51. Are grants paid to Applicants or Institutions?
Contractual parties are clearly indicated in the draft contract annex D of the Guidelines, where the Applicant become the Coordinator, payments from the Contracting Authority will be done to the Coordinator in the bank account identified in annex C of the Guidelines.


52. What''''s the maximum number of co-applicants in one project?
NO maximum number, please refer also to answer of question 41.


53. Financial Allocation, could you please clarify about co-financing, who is eligible?
Please refer to article 1.3 of the Guidelines: the balance (i.e. the difference between the total cost of the action and the amount requested from the Contracting Authority) must be financed from sources other than the European Union Budget.


54. Activities, only all in Jordan, does this mean no study visits?
Main activities must take place in Jordan, minor justified activities outside Jordan may be considered as eligible.


55. Is your call for proposals the same as JEDCO?
NO.


56. Can I ask for an action duration more than 12 months without asking for extra funding?
NO.


57. Do the applicant have to submit his/her CV?
NO, template of the Application is provided in annex A of the Guidelines.


58. What about if our organization registered twice in PADOR?
PADOR registration is not requested in the frame of these Calls.


59. The applicant has to co-fund the project by providing 50% of the project cost?
Minimum and maximum contribution is defined in article 1.3 of the Guidelines, please see also answer to question 43.


60. Can an applicant apply for both schemes?
YES.


61. I am clear on 50-80% co-financing, but does it have to be cash or is in-kind contribution acceptable?
In kind contribution is acceptable, please refer to article 2.1.5 of the Guidelines.


62. Please clarify what the applicant means?
As indicated in article 2.1 the Applicant is the entity submitting the application form. An Applicant may became the Coordinator in case its Application is awarded the grant contract.


63. Can you please explain what are "Simplified Costs"?
Please refer to annex K of the Guidelines.


64. Can the amount of 7 % for Administrative costs be increased?
NO.


65. Does each budget line has a limit?
Budget line from 1 to 6, No.


66. Can SRTD II provide assistance in writing the proposals?
NO.


67. Why the deadline of September 21st for both Concept Note and Application?
It is a Contracting Authority decision to launch Open Calls for Proposals.


68. I want to apply for a research grant and I will be the PI for this grant. However, can I have a co-PI who resides outside Jordan? if he can not be a CO-PI, can he just participate in the project and be part of the research team? do I need to include his name in my application or he can be part of the team (unofficially)?

70. I have question regarding commercialization application? Can we consider the costs of event launching (i.e.presentation to introduce the project)as part of the 20% costs that we have to cover?
To ensure equal treatment of Applicants, the Contracting Authority cannot give prior opinion related to eligibility and/or relevance at this stage. In any case please consider that costs before the enter into force of the contract are NOT eligible as indicated in the Contract conditions.


71. Can we consider the costs used for marketing to announce the research as part of the costs eligible in the project? i.e. if we are using a web-based service to collect data about patients, and we need to announce this to patients through Facebook, twitter or google ad-words can we consider this as part of the costs?
To ensure equal treatment of Applicants, the Contracting Authority cannot give prior opinion related to eligibility and/or relevance at this stage. Eligibility of costs is clearly indicated in the Guidelines and in the Contract conditions.


72. If we want to use EQ-5D 5L in our research but we need to negotiate the cost of it, before using it with the EuroQol group, there wide licence use is needed for our project but we do not know how much will it cost? how can we include this in our budget application?

73. Has any change has taken place of the Documents needed to be completed ( from the 1st call of the SRTD II)?
This is separate call, kindly only use documents published for this deadline.


74. Regarding Co- financing, do I have to submit any evidance of financial support to complete; for instance the remaining 20% of the requested 80%?
Yes.


75. Can we consider the personal financing a co-financing and a proof of financial competency to complete the requested percentage?
Please refer to article 1.3 of the Guidelines.


76. can we have collaborator from outside Jordan?
To ensure equal treatment of Applicants, the Contracting Authority cannot give prior opinion related to eligibility and/or relevance at this stage. Guidelines are self explanatory as related to eligibility of Applicants and Co-Applicants.


77. Do we need a letter for vending 20% co- funded?
Please refer to article 1.3 of the Guidelines.


78. Can one apply to both applied research and commercialization?
Please refer to article 2.1.4 of the Guidelines.


79. Who will cover the IP registration expenses?
To ensure equal treatment of Applicants, the Contracting Authority cannot give prior opinion related to eligibility and/or relevance at this stage.


80. What does "In-Kind Contribution" mean?
Please refer to article 2.1.5 of the Guidelines.


81. Does the whole fund transformed directly after acceptance?
Please refer to General Conditions, Article 15.


82. How many applications have been accepted from the first call?
This information is not yet public, once the procedure will be completed, full list will be published in the SRTD II web site.


84. Is it possible to apply to the 2nd call with the same idea used in the first call, because the second call''s period is longer?

85. Is the Financial ID of the 20% required?

86. Does the University cover the 20%?

87. Is it acceptable to cover the 20% as In-kind contribution?
In kind contribution is acceptable, please refer to article 2.1.5 of the Guidelines.


88. Does the 20% contribution should be specified at the time of submitting the application?
Please refer to article 1.3 of the Guidelines.


89. Should the affiliated entity have a percentage of the funding?
Please refer to article 2.1.2 of the Guidelines.


90. Do we have to mention the budget and any information about the affiliated entity?
Please refer to article 2.1.2 of the Guidelines. Please refer to Annex A - Grant Application Form Article 5.


91. Universities are custom & Tax exempted, is the SRTD - II project the same?
Yes, it is.


92. Who is the owner of the equipment?
Please refer to General Conditions, Article 7.


93. How does the Monitoring process should be done?
SRTD II PIU will assure necessary monitoring and follow-up from the Contracting Authority side, internal monitoring remains under the responsibility of the beneficiary of the grant.


94. "Enhancement of international partnership in preparation of participation in EU Applied Research programs like Horizon 2020" is an eligible activity for funding under the SRTD II call. If some wants to apply for travel expenses to participate in a workshop to draft a proposal to the H2020 call, shall she/he fill out the grant application form (concept note and full application) in Annex A? Furthermore, some requirements may not apply such as the minimum fund required as travel expenses are expected to be less than the minimum fund required. Please advise.

95. What do you mean by “Sustainability of action"?
Please refer to article 2.1.4 of Annex A - Grant Application Form.


96. in case of changing the affiliated entity during research application, How we can manage it?
The draft contract is in annex to the Guidelines.


97. If the applicant does not have a company or institution Can the applicant do the work Individually without the establishment of a company or institution?
Please refer to article 2.1.1 of the Guidelines.


99. Do you ask the applicant to put amount of money in his bank account (20% of its contribution to the project)?
Please refer to article 1.3 of the Guidelines.
